*Chinese arts traditionally have no belts. There are students, instructors, and Masters. The Masters are usually system heads. Cross referencing in Japanese logic, an "instructor" could be viewed as either 1st degree black belt, or 3rd degree black belt depending on the system. Typically though - Chinese arts don't use or recognize belts in determining one's ability.
